Supplementary Planning Documents (SPD) were introduced as part of the Planning and Compulsory Purchase Act 2004.
The National Planning Policy Framework (NPPF) states SPD's should help applicants make successful applications or aid infrastructure delivery. SPD's add further detail to the policies in the Local Plan and provide further guidance for development on specific sites, or on particular issues.
An SPD is given 'substantial weight' as a material consideration in planning decisions, particularly if it accords with national guidance/policy and has been subject of consultation.
