Local Authorities must follow national planning guidance (called PPG3 Housing). This ensures land is used with greater efficiency. Ways in which Local Authorities can achieve this include:
- encouraging the re-use of previously developed land
- promoting higher densities, and
- monitoring the extent to which national and regional targets are being met
To meet this challenge, the Development Policy Team has taken the lead in developing a Planning Application Records System (PARS). This is a PC compatible Microsoft Access database. It monitors residential land supply and the extent to which councils meet targets for development. This includes development on previously developed land and housing density.
