The 'Made' Neighbourhood Plan
Following a positive outcome of the referendum held on 3 August 2021, the Council on 29 September 2021, resolved to 'Make' the Church Fenton Neighbourhood Development Plan. This means that the Church Fenton Neighbourhood Development Plan has been formally adopted by the Council and forms part of the statutory Development Plan for the parish of Church Fenton.

Selby District Council Decision Statement 10 June 2021
Following the Examiner’s Final Report on the Church Fenton Neighbourhood Development Plan, the Council has now produced a Decision Statement (as required under Regulation 18 of the Neighbourhood Planning (General) Regulations 2012) and can confirm that, subject to the proposed modifications recommended by the Examiner, the Church Fenton Neighbourhood Development Plan will proceed to referendum. Examiner’s Report 5 May 2021
The Church Fenton Neighbourhood Development Plan 2020-2027 has been examined by the Independent Examiner, Mr Andrew Ashcroft. He has recommended to Selby District Council that, subject to the incorporation of the modifications set out in this report, the Church Fenton Neighbourhood Plan should proceed to referendum.

Copies of the Submission Documents and comments received to the Submission Draft Church Fenton Neighbourhood Development Plan (2020) undertaken between 18 December 2020 and 12 February 2021 were forwarded to an independent examiner, Mr Andrew Ashcroft. He will assess the Submission Draft Church Fenton Neighbourhood Development Plan to ensure it meets the right basic standards. The independent examiner is appointed by Selby District Council in agreement with Church Fenton Parish Council (the qualifying body). It will be for the independent examiner to recommend whether or not the Submission Draft Church Fenton Neighbourhood Development Plan as submitted (or with modifications) is progressed to referendum.

Church Fenton Neighbourhood Development Plan Submitted to Selby District Council for Consultation prior to Examination
The Consultation period is now closed on the Submission draft Church Fenton Neighbourhood Plan.
Church Fenton Parish Council formally submitted the Church Fenton Neighbourhood Development Plan to Selby District Council for independent examination under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012.
Prior to the Examination, Selby District Council as the Local Planning Authority invited comments on the submission draft Church Fenton Neighbourhood Development Plan under Regulation 16 of the Neighbourhood Planning (General) Regulations 2012. This consultation period closed at 5pm on 12 February 2021.

Strategic Environmental Assessment (SEA) & Habitats Regulations Assessment (HRA) Screening Report
The Church Fenton Neighbourhood Plan is approaching the pre-submisison consultation stage (Regulation 14 of the Neighbourhood Planning (General) Regulations 2012) and in preparation for this the Council has undertaken a screening report to determine whether or not the contents of the draft Church Fenton Neighbourhood Development Plan requires a Strategic Environmental Assessment (SEA) and/or Habitats Regulations Assessment (HRA).
In line with the SEA requirements the Council has undertaken a six week consultation from 20 December 2018 to 31 January 2019 with the relevant consultation bodies (Environment Agency, Historic England and Natural England). The Neighbourhood Plan Area is now designated
It was agreed to designate the whole parish of Church Fenton as a Neighbourhood Area. A letter informing Church Fenton that the Parish of Church Fenton has been designated as a Neighbourhood Area was sent. The consultation on the Neighbourhood Area application ran from 23 September 2016 until 4 November 2016.
