What’s the job?

The successful candidate will be responsible for working in collaboration with all departments (Housing, Property Services, Economic Development, Planning) and external partners to deliver the Council’s priorities in its Corporate Plan, Capital and Asset Management strategies.  You will also lead delivery of the Council’s Housing Development Programme (HDP) and provide technical advice to Councillors, managers and staff on development options for sites across the district.

Who are we looking for?

Qualified to degree level in a surveying related profession and with (or working towards) Chartered Member status of an appropriate professional body (e.g. RICS), you will:

  • Be accountable to the Asset Strategy and Development Manager and directly manage the Asset Strategy and Development Project Officer ensuring objectives and targets are delivered.
  • Assess land and property use requirement, including traffic and infrastructure considerations.
  • Identify new opportunities for development and regeneration in line with the Council’s policies.
  • Draw up, present and negotiate competitive proposals.
  • Participate and contribute to scheme design proposals and discussions, ensuring compliance with funding requirements, design and quality standards, technical brief and regulatory requirements.
  • Be responsible for a wide range and complexity of development schemes from inception through to completion.
  • Lead submission of grant applications to Homes England and other funding partners.
  • Provide day to day project management on a diverse and complex range of schemes to ensure they are delivered on time, within budget and to appropriate design and quality standards.
  • Represent the Council at HDP Board, project and site meetings and monitoring performance of the programme.
  • Negotiate changes and/or upgrades to specification, having due regard to the original plans, drawing and budgetary requirements.
  • Controlling scheme expenditure against the agreed contract sum, scheme and cashflow forecasts.
  • Liaise with clients, solicitors, contractors and partners to ensure legal documentation is agreed and enacted within required timescales (including s106, S104, s38 and s178 agreements, nomination agreements, sureties, performance bonds, collateral warranties, wayleave and easements).
