The 'Made' Neighbourhood Plan
Following a positive outcome of the referendum held on 23 November 2017, the Executive on the 7 December 2017, resolved to 'Make' the Appleton Roebuck and Acaster Selby Neighbourhood Development Plan (ARAS NDP). This means that the ARAS NDP has been formally adopted by the Council and forms part of the statutory Development Plan for the parish of Appleton Roebuck and Acaster Selby.

Decision Statement
Following the Examiner's Final report on the Appleton Roebuck and Acaster Selby Neighbourhood Plan, the Council has now produced a Decision Statement (as required under regulation 18 of the Neighbourhood Planning (General) Regulations 2012) and can confirm that, subject to the proposed modifications recommended by the Examiner, the Appleton Roebuck and Acaster Selby Neighbourhood Development Plan will proceed to referendum. Details of where the documents are available to view is set out in the Decision Statement below.

The Appleton Roebuck and Acaster Selby Neighbourhood Development Plan 2017-2027 has been examined by the Independent Examiner, Mr Robert Yuille, who recommended that, subject to proposed modifications, the neighbourhood plan should proceed to referendum. Examiner's 'Fact Check' Report - 17 August 2017
Prior to the Examiner issuing the Final Report on the Appleton Roebuck and Acaster Selby Neighbourhood Development Plan the Examiner issued a 'fact check' version. The purpose of the pre-issue stage 'fact check' Report is to identify any issues of fact that are incorrect, such as place names or figures that are referenced. Whilst there is no legal or policy provision for a 'fact check' report stage, it has become commonplace for examiners to provide a pre-issue version of the report to the Council and the qualifying body (Appleton Roebuck and Acaster Selby Parish Council), so that purely factual errors can be picked up.

Submission for examination
Copies of the Submission Documents and comments received to the Submission Draft consultation undertaken between 21 December 2016 and 15 February 2017 were forwarded to an independent examiner, Mr Robert Yuille, assessed the neighbourhood plan to ensure it meets the right basic standards. The independent examiner is appointed by Selby District Council in agreement with Appleton Roebuck and Acaster Selby Parish Council (the qualifying body). It will be for the independent examiner to recommend whether or not the neighbourhood plan as submitted (or with modifications) is progressed to referendum.
In line with the requirements set out in the Examiner's letter dated 4 May 2017 (below), the Council consulted on an updated Strategic Environmental Assessment (SEA) Screening Report. Consultation was undertaken for a six week period between 19 May 2017 and 30 June 2017. The SEA Screening Report and responses are set out below:

Submission Draft - November 2016
Notice of Publication of Appleton Roebuck and Acaster Selby Neighbourhood Plan under Regulation 16 of the Neighbourhood Planning (General) Regulations 2012 and the Localism Act 2011.
The Appleton Roebuck and Acaster Selby Neighbourhood Plan was submitted to Selby District Council for consultation. This submission stage is the final statutory consultation stage before the plan undergoes examination by an Independent Examiner.

When was the ARAS neighbourhood plan area designated?
The Appleton Roebuck and Acaster Selby neighbourhood area was formally designated at the full council meeting of 10th December 2013. This followed a recommendation by the Executive on the 7th November 2013 after a period of consultation.
