Council awaits decision on Tadcaster car park improvements

The proposed redevelopment of Tadcaster's Central Area car park must now await a High Court decision, according to the Leader of the Council in his response to a question at the authority's Full Council meeting last night (13 December).

The authority has, for some time, been trying to redevelop the car park to support local residents and businesses.  Planning permission for these improvements was granted in April, but Samuel Smiths Old Brewery applied for Judicial Review of the process.  In September their application for Judicial Review was refused, but the Brewery has since appealed against this decision.  The Council must now await the outcome of this appeal.

At the meeting on Tuesday 13 December, the Leader of the Council was asked for an update on the redevelopment plans, which include proposals for resurfacing, improvements to the access into and out of the car park and improvements to drainage at the site.

Leader of the Council, Cllr Mark Crane, said, "Yet again we've found our plans, developed with the best intentions for the people and businesses of Tadcaster, have had to be put on hold.

"We'd like to work alongside the Brewery, a significant landowner in the area, to redevelop Tadcaster and support the town to prosper.  But it is difficult to match the needs of local residents and businesses with the expectations of the Brewery.

"We strongly believe that we've acted in accordance with planning guidance and the law at every stage of developing these proposals, which we've done to benefit the town.

"Tadcaster desperately needs revamped parking facilities in the town centre - it'll support residents to shop locally and encourage visitors to the town which is a convenient stop-off from the A64 route and as a hub for surrounding villages.  We'll continue to do all we can to push through the improvements that are so badly needed."

The case for Judicial Review put forward by the Brewery is based on a number of issues, but centres primarily on the Council's proposal to use tarmac to resurface the car park and whether or not this is suitable.

The appeal against the refusal to grant Judicial Review is due to held at the High Court in London in the New Year.
